Can Internet Explorer 8 Compatibility Wizard be installed as a Visual Studio plug-in/add-in?
No. Internet Explorer 8 Compatibility Wizard is meant as an example of the full version and currently is a Standalone version. The activation request occurs once Web Optimizer try to insert transformed code. For instance, you will see the “Preview” dialog without having Web Optimizer activated. When you click “Apply” in the “Preview” dialog, the activation will be requested.

Web Optimizer gets activated in different contexts: File, Files, Solution or code selection. First you need to select the object/context upon which Web Optimizer will act, and then the web tool feature you want to use and finally our tool will work.
